DESCRIPTION:
The Crown (Victoria state government) owns all underground geological formations and becomes the 'owner' of any greenhouse gas substance that has been injected for permanent into an underground geological formation under an injection and monitoring license after that license is cancelled or surrendered.

From that time, responsibility for long-term monitoring and verification will transfer to the State - the costs of which must be met by the licence holder prior to surrender.

Common law liabilities (e.g. negligence) remain with the operator throughout the term of the authority and beyond.
