House Bill 1117 authorizes the Louisiana Commissioner of Conservation and the state Mineral Board to lease state lands for underground CO2 storage. Additionally, the law declares CO2 sequestration, particularly in the case of enhanced oil recovery, to be in the public interest. However, the injector of carbon dioxide retains all long-term liability.
